Why is SB21-200 being amended into another bill?

With only so many days allowed in the 2021 legislative session, it was important to ensure that there was an opportunity to pass the legislation. Additionally, both HB 1266 and SB 200 are environmental justice bills, and combining them made it an even stronger environmental justice bill.
